This sensitivity, and the aircraft's tendency to float over the runway, makes the U-2 notoriously difficult to land. Instead of the typical tricycle landing gear, consisting of a nose wheel and two sets of main wheels, one under each wing, the U-2 uses a bicycle configuration, with of one set of main wheels located just behind the cockpit and one set of rear wheels located behind the engine that are coupled to the rudder and provide steering. To maintain balance and allow the aircraft to taxi, two auxiliary wheels, called 'pogos,' are installed in sockets, one under each wing at about mid span, by ground crew. The pogos fall out of the sockets in the wing and onto the runway surface when the aircraft takes off. The ground crew collects the pogos and re-installs them after the aircraft lands. Skids made of titanium are located on the bottom of each wing tip to protect the "heavy" or downed wing. The ground crew install a pogo in the "light" or down wing first while the other crew members use their weight to pull down the light side. . Although Nehru did not reveal the source of his intelligence, when briefing the Indian parliament, UPI guessed that it was U-2 imagery. Because of its high-altitude mission, the pilot must wear the equivalent of a space suit. The suit delivers the pilot's oxygen supply and emergency protection in case cabin pressure is lost at altitude (the cabin provides pressure equivalent to approximately 29,000 feet (8800 m)). To prevent hypoxia and decrease the chance of decompression sickness, pilots don a full pressure suit and begin breathing 100% oxygen one hour prior to launch to de-nitrogenize the blood; while moving from the building to the aircraft they breathe from a portable oxygen supply. The only redaction here, now lifted, was in the listing for Richard Leghorn: the identification of SEI as an Agency proprietary company. W/P imply that the first deployment to Charbatia in May 1964 ended because President Nehru died. Mission 4020 by Cherbonneaux on 18 March 1957 is listed. Not mentioned by W/P: this was an ELINT mission that unintentionally overflew. It is highly uncertain whether the Paris summit could have produced progress on Berlin and a nuclear test ban. Russian observers such as Fyodor Burlatsky and Georgy Arbatov contend that Khrushchev used the U-2 incident as an excuse to scuttle what he anticipated would be an unproductive summit. More likely, Khrushchev was lured by the flight and its fate into a sequence of unintended consequences that undermined not only his foreign policy but his position at home. The U-2 carrier program is believed to have been halted after 1969. The U-2 is still in front-line service over 50 years after its first flight despite the advent of surveillance satellites. This is primarily due to the ability to direct flights to targets at unpredictable times, an ability which satellites lack. Production of new aircraft was restarted in the 1980s. It has outlasted its Mach 3 SR-71 replacement which was retired in 1998. A classified budget document approved by The Pentagon on December 23, 2005, calls for the termination of the U-2 program no earlier than 2011, with some aircraft being retired as early as 2007. The Air Force gave contracts to Bell Aircraft, Martin Aircraft, and Fairchild Engine and Airplane to develop proposals for the new reconnaissance aircraft. Officials at Lockheed Aircraft Corporation heard about the project and asked aeronautical engineer Clarence "Kelly" Johnson to come up with a design. Johnson was a brilliant designer, responsible for the P-38 Lightning, and the XP-80, the first US jet fighter. He was also known for completing projects ahead of schedule, working in a separate division of the company jokingly referred to as the Skunk Works (a name taken from the distillery in the Li'l Abner comic strip). The loss of a fourth U-2 in January 1965 "made nationalist officials reluctant to resume overflights." A tactical reconnaissance version, the TR-1A, first flew in August 1981. A distinguishing feature of these aircraft is the addition of a large instrumentation "superpod" under each wing. Designed for standoff tactical reconnaissance in Europe, the TR-1A was structurally identical to the U-2R. The 17th Reconnaissance Wing, Royal Air Force Station Alconbury, England used operational TR-1As from 1983 until 1991. The last U-2 and TR-1 aircraft were delivered to the Air Force in October 1989. In 1992 all TR-1s and U-2s (all U-2Rs) were designated U-2Rs. The two-seat trainer variant of the TR-1, the TR-1B, was redesignated as the TU-2R. By the mid-1950s, Soviet air defenses had improved to the point where overflights by available aircraft had become impractical. Development of a lightweight, high-altitude, single-pilot plane (originally dubbed the CL-282 but later the U-2, a deliberately misleading designation suggesting a "utility" aircraft) began in 1954. However, the plane could not ready until 1956; in the meantime, high-altitude, unmanned balloons were used to carry camera packages over the Soviet Union. These balloons, codenamed Genetrix balloons, were launched in Norway, Scotland, Turkey, and West Germany, from whence they were carried by global tradewinds across the Soviet Union to recovery zones over the Pacific Ocean. Some 379 Genetrix balloons entered Soviet airspace in 1955 and 1956; 235 were shot down by MiGs or antiaircraft guns, and only 44 were recovered. The success rate would have been higher except that President Dwight Eisenhower had ordered that the balloons not fly at their true maximum altitude (70,000 ft [21 km]); he reasoned that if the balloons were restricted to an altitude ceiling of 55,000 ft (17 km), where the Soviets could shoot them down most of the time, the Soviets would not be motivated to develop high-altitude interceptors that could be later used against the U-2. System V "was similar to System I but covered nine wavebands. The device was so heavy that U-2s using it could not carry a camera system". (The same is true for System IV, although this fact was not noted by W/P). It was only used on three missions (not noted by W/P: two of these were 4019 in December 1956 and 4020 in March 1957). On 05 April 1965, U-2's from the 4028th SRS (Strategic Reconnaissance Squadron) took photos of SAM-2 sites near Hanoi and Haiphong harbor. On 11 February 1966, the Wing was redesignated the 100th SRW; and the SRS detached at Bien Hoa, South Vietnam, was redesignated the 349th SRS.  Soviet premier Nikita Khrushchev (1894–1971) was notified of Powers's ongoing flight at 8:00 a.m. Moscow time. It being May 1 (May Day or International Labor Day), he was preparing for the massive official festivities that always scheduled for that occasion. Outraged at what he perceived as a deliberate political provocation, he ordered that Powers's U-2 be shot down at any cost. This is what it's like to fly (and land) an Air Force U-2. They describe Operation Baby Face, the deployment by Detachment B to Bodo, Norway from late August to early November 1957. Norwegian government historians have described this deployment and the missions conducted in open literature. Maybe the FOIA reviewers did not contact the Norwegian government to check. This section may also remain classified because SIGINT drove this U-2 deployment and missions.
